For most people, the amount of testosterone needed to build muscle is 1-2 mg of testosterone. I like to use 200-300 mg of testosterone a day. If that's too much, it's not going to help you. If you need more, that's fine, just get a lower dose. I've been on testosterone for about 12 years and the highest dose I've ever gotten was about 500 mg, but I've gotten to 300 mg and still have great strength gains. Once you start seeing an increase in strength, you know that it's working. For the next few years, I'll try to take a couple of months off of testosterone to let my muscles recover and then start again on a lower dose.
